The Osco is in the Smurfit-Stone building (formerly Associates General Building), the one with the huge slopping glass roof, and it's been there for a few years now.
I assume the group is on their way to get married in the Chicago Cultural Center across the street from the Smurfit/Stone Building. On Saturdays, the Cook County Marriage Court operates there so people can get married in a beautiful space rather than the basement of the County Building. Of course, the Cultural Center can also be rented for a private wedding extravaganza, but there's no charge for the special atmosphere of the "peoples' palace" during Marriage Court.
I'm wondering where this photograph was taken. That Osco looks brand spanking new.
