I'm been reading Captive City by Ovid Demaris (muckraking expose from 1970) and apparently Henry Crown made a lot of easy money by selling limestone that had been originally excavated from the Sanitary Canal dig at public expense. A manufacturing district was also set up in 1990 so that the lucrative operation could continue unabated.
