Jack - nice try trying to slip in "new users to the park" with "legal precedent". You sound like one of those Hillary Clinton snake oil sales people on the talk shows.
It seems to me that "Jack's" reasons for the museum hinge on the assertion that it's a good design. But that doesn't negate all the reasons not to build a museum in a park that is supposed to be free and clear of museums and other private institutions.
The other accessibility issues can easily be addressed with new park design and the wretched field house can be redone.
there are many private institutions within parks. how about the cafes, the ice skating rinks (including one at the daley bi site), the mini golf course (also at the daley bi site), music venues, etc.? this is not a commmon thing all over the world. it is beneficial to the park by either providing something that its occupants want, and also by the fact that the privtized organization has to maintain their area - something many cities do not have a big budget for.
