It's Richard Posner's aura.
Like the da-glo canopy on Illinois Center....maybe they think it needs some buzzazz.
looks like "Calder Red" to me... they are refirbishing the Calder as part of the project.
The headline scared me. The Federal Plaza is sacred ground (excuse the church/state conflict). It did sucker me in: well done!
