Nothing new here. It's been done a number of times, from Habitat 67 to even the Optima project in Skokie.
"breaks away from Singapore’s standard typology of isolated, vertical apartment towers"
Instead you have an isolated community of vertical apartment towers. Basically a gated community, if the context in the rendering is to be believed.
